You're correct the 6.5 Sin is based off the 7 Dakota case, but it's an improved version and the OP was looking for minimal case forming. Just necking down a 7 Dakota is a simple task no different than just sizing it.
I didn't realize the 6.5 Sin velocities were so high.
Anyway, a straight neck down would be easy and provide some good velocities at moderate pressures.
Or... it might be more cost effective to order a chambered barrel in 6.5 Sin or even full out rifle from Sin Arms
