Bullet/powder combination

Does anyone have any advice on what is the best way to figure out what is the best bullet/powder combination for a specific rifle?

What scope do you have?

What is the chambering?

What amimal do you want to shoot?

How far away do you want to be able to shoot it at?

Gun is a Winchester model 70 in 7 WSM with a Burris Black Diamond 4-16x50.

I am going to be using for whitetail deer at a range from 0-400 yards.

168g Berger VLD/R-17 But you could get buy with alot less with a MAX range of 400 yards

I would also go with the Berger 168 and the RL-17
