you can use them, as long as you still have enough adjustment to shoot at your max range, what a 20 moa base does is mounts your scope at a slant so your zero is approx 20MOA lower in your erector tube giving you an additional 20 MOA of elevation.
example, my 6.5x20x50 mk4 has 35 MOA of up from center, sighted in at 300 yards with a 20 moa base, I now have about 55 MOA of up left, so at 1200 yards my elevation is about dead center, the closer it stays to center the better it tracks, least that the way I understand it.
