Ran out of elevation on Zeiss................why?

Got Zeiss 6.5-20x50 Conquest, with Farrell Standard rings on a Farrell 20moa base and ran out of room with elevation by 10" @ 200yds. Ive got the exact same setup on my HD Rem 300WM and has no problem @ 100 out to 700. Why would the exact same setup not allow me to zero in at 200 with my 25-06?

Spin the dial on the scope and make sure it has the correct amount of elevation travel.

Get your calipers and measure it to make sure you actually have a 20 MOA base.

It is possible that the receiver in not flat and already has a lot of cant in it.
