Quality of IOR QD rings

Quality of IOR QD rings

Hi,
I was recently given a set of 1 inch IOR QD rings.
When I tried to attach my IOR 2.5/10 I found the scews bottomed out before the rings really tightened on the scope.
The screw holes themselves appear to be of different depths as well.
These rings have never been on a rifle and I doubt anyone has changed the screws.
I wondered perhaps if there was supposed to be shims with the rings?
Of course this is easy enough to remedy but it makes me wonder as to the quality of these rings,especially as they are not cheap.My confidence in them returning anything close to zero is not high.
Would be interested to hear from anyone who has experience with IOR rings
