Leupold vari xIII 3.5-10x40 tactical

I have a friend with an old remington 700 police TWS (EARLY 1990's) that came with this leupold. It has a duplex reticle, target turrets, and apparently some kind of built in ranging? Does anybody know anything about this scope? Is it any good? In perfect shape, what is it worth?
