I don't have a 338 Lapua but I think your biggest problem is your powder choice. My 300 win mag will not shoot with RE19 with extra capacity and the larger bullets of the Lapua I think your consistency problems are powder.
I did a little looking and it seem you should be using RE25 or some powder of equal burning rate.
I'm sure you can get some 338 shooters to chime in.
Try different powder and let us know how it works.

    I don't think it is a powder problem,but in my 338 lap's i use RL22 and vvn165 with the 250 grainers and RL25 for the 300smk,i have heard of IOR scopes having problems before,try another scope if you can and just eliminate one thing at a time,good luck hope it works out for you.
