Don't know Iowa law, but as far as the Feds are concerned, if the barrel is over 16" and the gun in it's shortest configuration is at least 26" overall it is considered a Short Stocked rifle, no tax stamp required.
If you put a shoulder stock on a pistol with less than a 16" barrel you have a problem. Then you would need a stamp from BATF for $200.00.
