A couple of thngs that I know and then a few things I don't know much about.
Walnut is very hard wood. It will not shape quickly. A student will need to get the project done and study for other subjects. Think about a non-traditional softer wood.
A shoemakers rasp also known as a half round rasp is a good tool for stock shaping.
If the wood shop has a duplicating machine then things become much simpler.
The way the old stock makers did such precision work was by undercutting ( I don't remember the correct term)the surface so the the metal to wood fit was only good and flush at the surface.
Brownells has a lot of gunsmithing type tools.
