I'll take a guess at an answer...looks likes paper patching, you wrap paper around a smaller caliber bullet so you can shoot that round out of a larger bore bun. think of it kind of like a sabot.

I think its scotch tape to hold them in. Sized with a loose neck so as to not scratch those pretty bullets.

I was thinking it must be either the Lone Ranger reincarnated or a serious Werewolf hunter. ;) Patches are to decrease leading in the barrel.
